{"id":24279,"date":"2021-11-18T20:44:52","date_gmt":"2021-11-18T20:44:52","guid":{"rendered":"https:\/\/staging.sightlinemg.com\/defensenews\/uncategorized\/2021\/11\/18\/navy-looks-to-get-back-on-schedule-for-fielding-hypersonic-missiles-on-submarines\/"},"modified":"2026-08-07T22:06:18","modified_gmt":"2026-08-07T22:06:18","slug":"navy-looks-to-get-back-on-schedule-for-fielding-hypersonic-missiles-on-submarines","status":"publish","type":"post","link":"https:\/\/staging.sightlinemg.com\/defensenews\/naval\/2021\/11\/18\/navy-looks-to-get-back-on-schedule-for-fielding-hypersonic-missiles-on-submarines\/","title":{"rendered":"Navy looks to get back on schedule for fielding hypersonic missiles on submarines"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">ARLINGTON, Va. \u2014 The U.S. Navy hopes it can more quickly deploy hypersonic weapons on submarines by leveraging testing by the U.S. Army and onboard a Navy destroyer, as well as prioritizing funding for an underwater launch test facility, the admiral overseeing the Navy\u2019s hypersonics work said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Vice Adm. Johnny Wolfe, the head of the strategic systems programs, said Nov. 18 at the Naval Submarine League\u2019s annual conference the Navy delayed the fielding of a sub-launched hypersonic missile capability from fiscal 2025 to 2028 in part due to funding issues related to the underwater test facility. But because of China\u2019s increasing hypersonics capabilities, Wolfe said the Navy wants to get the missile on a submarine as fast as possible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army and Navy are pursuing the missile together and will use the same all-up round, outfitted with different launchers to operate the missile from the ground, from the Zumwalt-class destroyer and from the Virginia-class attack submarine\u2019s Virginia Payload Module segment. That segment will be built into Block V boats, the first of which should deliver to the Navy in 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re going to deploy it to the Army in FY23, they will deploy their first battery. We\u2019re on a path to get to the first Zumwalt in \u201825. And then we\u2019re on a path to get to the first Virginia in \u201828 once that submarine comes out with the Virginia Payload Module, and we\u2019re looking at &#8230; can we accelerate that even sooner?\u201d he said, adding that the submarine\u2019s stealth will create a complex dilemma for China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wolfe said the original plan to put the Conventional Prompt Strike missile, the Navy\u2019s name for its hypersonic capability, on the Ohio-class guided-missile submarine (SSGN) by 2025 fell apart because the Navy couldn\u2019t get the funding it needed for the underwater launch test facility. He called the facility an \u201cabsolutely critical\u201d investment, without which the Navy is not comfortable putting this new missile on a crewed submarine for testing down the road.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The plan called for some capability on the SSGNs by 2025 and then full capability on the Virginia-class attack subs by 2028. With the delay, the Navy decided not to pursue integrating the missile with the SSGNs at all, given the short overlap between the missile\u2019s fielding and the SSGN\u2019s planned retirement dates. Instead, the Navy will focus its undersea efforts solely on the Virginia Payload Module, though later in the decade than it wants.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Zumwalt destroyers, essentially a three-ship class without a mission, were tapped to be the Navy\u2019s near-term fielding option instead of the SSGNs when the undersea test facility funding was cut. Wolfe said \u201cwe\u2019re trying to leverage Zumwalt, even though it\u2019s different\u201d and more similar to the Army\u2019s ground launchers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, despite launching from the surface instead of underwater, \u201ca lot of the things that we\u2019re going to test on Zumwalt are still going to be applicable to Virginia. We\u2019re looking at how we get that learning to get to\u201d an earlier fielding date for the Conventional Prompt Strike missile on the Virginia Payload Module.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wolfe said he\u2019s pleased with where the Navy-Army program is today, having undertaken three successful solid rocket motor tests in the past year as well as completing the first vibration test vehicle and shipping it out to the Pacific Missile Range Facility in Hawaii to prove they could sustain the system. Throughout FY22, he said, the Army and Navy will conduct a range of safety testing and other measures leading up to the first flight test of the all-up round.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the Navy-specific side, Wolfe noted a successful slug test proved the service understood how to eject a weapon of this size in a cold launch, in which the missile\u2019s rocket doesn\u2019t ignite until after it\u2019s pushed out of the missile tube and away from the launcher.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wolfe said he\u2019s already kicked off industrial base expansion efforts, building up the vendors that will be needed to build these hypersonic weapons at scale to support two services\u2019 operational needs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said there was such urgency to field the missile that there was no such thing as acting too early on industrial base expansion and missile production.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve got to do everything that we can do in parallel, not serial, with a sense of urgency so that when we have successful flight tests coming up here and we get ready to deploy this system with the Army and DDG-1000 and ultimately Virginia, we have already got the capacity to be able to meet the demand of what the [combatant commanders] are going to want,\u201d the vice admiral said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army-Navy team selected Dynetics<b> <\/b>to build the Common Hypersonic Glide Body, which includes the weapon\u2019s warhead, guidance system, cabling and thermal protection shield \u2014 all the major components, except the launcher.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lt. Gen. L. Neil Thurgood, director of the Army\u2019s Rapid Capabilities and Critical Technologies Office, has also stressed the importance of conducting work in parallel and accelerating the capabilities of the industrial base. <a href=\"https:\/\/www.defensenews.com\/land\/2021\/10\/12\/thurgood-hypersonic-missile-program-demonstrates-how-fast-army-can-move\/\">For example, he said at this year\u2019s Association of the U.S. Army conference<\/a> the only people in the U.S. who knew how to make a hypersonic missile were the government researchers at Sandia National Laboratories who did research and development work for the military. So Dynetics was sent to New Mexico to watch them build one, and then Sandia experts will oversee Dynetics\u2019 initial construction of missiles in Alabama.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally, the Army is already fielding hypersonic missile support gear with a unit at Joint Base Lewis-McChord in Washington, allowing the soldiers to participate in developmental testing of the missile so they are familiar with the new weapon when it\u2019s ready for fielding, <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2021\/10\/07\/dark-eagle-has-landed-us-army-finishes-equipping-first-unit-with-hypersonic-capability-minus-the-missiles\/\">Defense News has reported<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wolfe also noted in his remarks the rush to get a hypersonic missile fielded by 2023 for the Army and 2025 and 2028 for Navy destroyers and submarines respectively isn\u2019t the end of the road for the program, but rather an opening bid to get the U.S. military into the hypersonics game.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said the program has built in a robust technology test and maturation effort, which recently involved the military and other agencies launching three sounding rockets from Wallops Island in Virginia with a combined 21 new technologies onboard to test them in flight.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The program has also built in technology insertion points every two years, so there\u2019s an inherent way to get upgrades and new capabilities into the missile production line as they progress through testing and prove themselves ready for fielding.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat\u2019s how we\u2019re going to stay ahead of what everybody else is doing, that\u2019s how we\u2019re going to continue to put capability in our
