{"id":29926,"date":"2019-03-22T17:22:30","date_gmt":"2019-03-22T17:22:30","guid":{"rendered":"https:\/\/staging.sightlinemg.com\/defensenews\/uncategorized\/2019\/03\/22\/fight-over-americas-nuclear-arsenal-heats-up-in-congress\/"},"modified":"2026-08-07T22:33:05","modified_gmt":"2026-08-07T22:33:05","slug":"fight-over-americas-nuclear-arsenal-heats-up-in-congress","status":"publish","type":"post","link":"https:\/\/staging.sightlinemg.com\/defensenews\/congress\/2019\/03\/22\/fight-over-americas-nuclear-arsenal-heats-up-in-congress\/","title":{"rendered":"Fight over America\u2019s nuclear arsenal heats up in Congress"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 U.S. lawmakers have <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/11\/28\/inhofe-sets-collision-course-with-dems-on-defense-budget-nukes-and-transgender-troops\/\" target=_blank>drawn battle lines<\/a> over whether full nuclear modernization is worth the cost, and now they\u2019re gathering ammunition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the Republican-led Senate and Democratic-led House prepare competing versions of the annual defense policy bill, they\u2019ve been soliciting expert testimony to build their arguments on one of the key defense budget fights to come: How much nuclear modernization does America need?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Citing a $1.2 trillion Congressional Budget Office estimate, House Armed Services Committee Chairman Adam Smith, D-Wash., supports nuclear modernization but argues that America can <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/03\/12\/smith-trim-budget-fat-in-americas-nuclear-triad\/\" target=\"_blank\">spend less<\/a> and still deter its foes. He\u2019s called for America to adopt a <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/01\/30\/warren-smith-introduce-bill-to-bar-us-from-using-nuclear-weapons-first\/\" target=\"_blank\">no-first-use policy<\/a> for nuclear arms and opposed both the Obama-era <a href=\"https:\/\/www.defensenews.com\/space\/2017\/03\/08\/democrats-renew-attack-on-new-nuclear-cruise-missile\/\" target=\"_blank\">Long-Range Standoff Weapon<\/a> and the Trump administration\u2019s <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/09\/20\/democrats-trying-to-ban-low-yield-nuclear-warhead\/\" target=\"_blank\">low-yield W76-2 warhead<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smith hosted a March 6 hearing with outside experts at which Bruce Blair, a former U.S. missile-launch officer and now a nuclear security expert at Princeton University, said the nation could maintain \u201ca fully adequate deterrent threat\u201d with a monad of five Ohio-class nuclear-powered submarines \u2014 rather than the established triad of submarines, bombers and intercontinental ballistic missiles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The focus, Blair said, should be on repairing dangerous vulnerabilities in nuclear command-and-control infrastructure. \u201cThere\u2019s concern that the president who has only about five minutes under current strategy to make a decision on whether and how to retaliate to an attack \u2014 five minutes [in which he] may have to rely on information that has been corrupted,\u201d Blair said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/staging.sightlinemg.com\/defensenews\/congress\/2018\/11\/14\/smith-aims-to-scrap-trumps-nuclear-weapons-policy\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/staging.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_156472191220.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Smith aims to scrap Trump\u2019s nuclear weapons policy<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Democratic lawmakers say they hope to use their party\u2019s takeover of the House to check the Trump administration\u2019s expansive pursuit of nuclear weapons.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">But the hearing also highlighted intra-party divisions Smith may have to confront as his committee drafts its version of the fiscal 2020 National Defense Authorization Act.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the hearing, Virginia Democratic Rep. (Pavel Golovkin\/AP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">In recent weeks, Senate Armed Services Committee Chairman Jim Inhofe, R-Okla., and other nuclear modernization advocates have diligently elicited public support from at least four flag officers to modernize the nuclear triad. How right he is depends on who you ask.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. isn\u2019t on track to begin fielding replacements for its Cold War-era triad until the mid- to late 2020s, while Russia will have modernized nearly all of its bombers, land-based missiles and submarines by 2021, <a href=\"https:\/\/www.realcleardefense.com\/articles\/2017\/02\/23\/the_real_nuclear_news_110856.html\" target=\"_blank\">according to<\/a> Peter Huessy, a defense consultant and nuclear expert with the Mitchell Institute for Aerospace Studies. China is expected to have a fully modernized and expanded nuclear deterrent with mobile ICBMs, a new missile-armed submarine and long-range cruise missiles by the end of the next decade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kingston Reif, a nuclear policy expert with the Arms Control Association, acknowledged that other nuclear-armed states, notably Russia and China, are upgrading their arsenals and have tested, produced and deployed more brand-new weapons than the United States over the past decade or so.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, he added, the American nuclear arsenal remains unrivaled.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe U.S. military has refurbished and improved nearly all of its existing strategic and tactical delivery systems and many of the warheads they carry to last well beyond their planned service life,\u201d Reif said in an email to Defense News. \u201cThough decades old, these forces are more capable than the originals.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In an exchange with Inhofe at a March 5 SASC hearing, U.S. Strategic Command chief Gen. John Hyten called the nuclear triad \u201cthe most important element of our national defense,\u201d adding that, \u201cbecause of the capabilities of each leg of the triad, I have the ability to respond to any threat.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hyten called the modernization program \u201cminimum essential capabilities required to defend this nation\u201d from Russia and China, whose capabilities pose \u201cthe most existential threat.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/staging.sightlinemg.com\/defensenews\/space\/2019\/01\/24\/heres-how-many-billions-the-us-will-spend-on-nuclear-weapons-over-the-next-decade\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/staging.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635919984409740725-b2-airforce-redflagjpg_587d20.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Here\u2019s how many billions the US will spend on nuclear weapons over the next decade<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Expect the U.S. to spend a lot of money over the next decade on building up its nuclear arsenal.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">At a separate hearing, Inhofe asked the chief of U.S. European Command to respond to the idea that \u201cwe\u2019ve been guilty, I think, for a long period of time in not addressing our nuclear modernization,\u201d while Russia and China were developing their own triads.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The commander, Army Gen. Curtis Scaparrotti, agreed the strategic nuclear force was \u201ccritical\u201d and that the triad is necessary \u201cto make it complex for our adversaries to determine or believe that they have the opportunity to strike and gain dominance. With the triad, I\u2019m certain that they can\u2019t. I would note that they also have a triad as well.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The chairman of the SASC Strategic Forces Subcommittee, Nebraska Republican <a href=\"https:\/\/www.defensenews.com\/smr\/nuclear-triad\/2018\/03\/19\/interview-senate-strategic-forces-subcommittee-chair-deb-fischer-on-russia-space-wars-and-the-state-of-the-nuclear-arsenal\/\" target=_blank>Sen. Deb. Fischer<\/a>, has been vocal in and outside of hearings. Fischer, whose state is home to Strategic Command, has challenged Smith by name in multiple news releases \u2014 one claiming the no-first-use policy Smith advocates, \u201cerodes deterrence,\u201d and also that his skepticism about ICBMs \u201cignores reality.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both Fischer and Inhofe had U.S. Cyber Command chief Gen. Paul Nakasone during a Feb. 14 hearing affirm that cyber capabilities are no substitute for a nuclear arsenal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then a month later, Fischer also asked Gen. Joseph Dunford, the Joint Chiefs chairman and top uniformed officer under President Donald Trump and President Barack Obama, whether he found \u201cthis idea of direct substitution unwise.\u201d That, in turn, elicited a reply in full support of nuclear modernization and the triad.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe, as you know, have looked at this through more than three or four administrations in a row,&#8221; Dunford said, \u201cand we concluded that the current construct of the triad with a robust nuclear command-and-control capability is the most effective way to raise
