There are few Senate-confirmed acquisition officials at the Pentagon to welcome them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nearly a year into President Joe Biden\u2019s administration, the U.S. <a href=\"https:\/\/www.defensenews.com\/smr\/defense-news-conference\/2020\/09\/09\/industry-could-wait-months-for-covid-reimbursements-from-pentagon\/\" target=\"_blank\">defense industrial base<\/a> is confronting a <a href=\"https:\/\/www.defensenews.com\/air\/2021\/11\/23\/no-company-is-immune-supply-chain-woes-weigh-on-defense-firms\/\" target=\"_blank\">supply chain crisis<\/a>, challenges implementing Biden\u2019s vaccine mandate, <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/10\/01\/heres-how-the-new-continuing-resolution-will-frustrate-the-pentagon\/\" target=\"_blank\">congressional budget gridlock<\/a> and unpredictability about how the Pentagon will use new authorities to quickly buy and field cutting-edge tech.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, only about half of the <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/08\/12\/bidens-pentagon-nominees-more-diverse-and-more-of-them\/\" target=\"_blank\">defense nominees<\/a> Biden has sent to the Senate have been confirmed, and the president has yet to nominate officials for key acquisition and sustainment jobs. Where critical jobs are vacant, career civilians lead in their place.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To be sure, there are longstanding leap-ahead efforts at the Pentagon. In his speech at the <a href=\"https:\/\/www.defensenews.com\/pentagon\/2021\/12\/08\/on-deterring-russia-and-china-pentagon-officials-walk-a-fine-line\/\" target=\"_blank\">Reagan National Defense Forum<\/a> in California, Austin pointed to <a href=\"https:\/\/www.defensenews.com\/unmanned\/2021\/11\/05\/darpa-nabs-gremlin-drone-in-midair-for-first-time\/\" target=\"_blank\">DARPA<\/a> programs, small business grants and Pentagon-sponsored <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/08\/09\/experiment-over-pentagons-tech-hub-gets-a-vote-of-confidence\/\" target=\"_blank\">innovation hubs<\/a>, all meant to \u201ctransform the way that we do business\u201d and put advances in unmanned systems, nanotechnology and artificial intelligence in the hands of troops.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, defense advocates say the vacancies slow the U.S. military as it races to compete with China and undermine effective stewardship of billions of dollars of acquisition and sustainment programs across the military. Temporary office-holders often lack the authority and direction to carry out major bureaucratic reforms or take new approaches, they say.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCongress has actually given quite a few authorities to accelerate acquisitions \u2015 but the regulations to apply it, the leadership to go out and do it, is just not happening,\u201d National Defense Industrial Association President Herbert \u201cHawk\u201d Carlisle told Defense News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the Pentagon drafts its National Defense Strategy and builds its annual budget, which accounts for more than half of the government\u2019s discretionary spending, its acquisition community \u2015 typically a key voice for modernization \u2015 will have limited representation by Senate-confirmed senior officials.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/staging.sightlinemg.com\/defensenews\/pentagon\/2021\/07\/17\/there-are-so-few-people-that-get-this-biden-faces-hurdle-in-finding-new-pick-for-pentagons-top-buyer\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/staging.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1233963641.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">\u2018There are so few people that get this\u2019: Biden faces hurdle in finding new pick for Pentagon\u2019s top buyer<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">With China and the U.S. locked in a tech race, Mike Brown&#039;s experience working with transformative companies made him an attractive pick. Now observers wonder: Who&#039;s next?<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Last month, Russia\u2019s Navy said it <a href=\"https:\/\/www.defensenews.com\/training-sim\/2021\/11\/29\/russian-navy-test-fires-hypersonic-missile-in-the-white-sea\/\" target=\"_blank\">successfully test-fired a prospective hypersonic missile<\/a>, which is set to enter service next year. China recently tested a hypersonic weapon capable of partially orbiting Earth before reentering the atmosphere and gliding on a maneuverable path to its target and has been growing its nuclear arsenal dramatically.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cObviously the department is responding to those, but if you had confirmed acquisition folks in place they could be taking steps to dig into programs to look for ways to accelerate efforts that are underway and bring senior-level management attention to bear to some problems right now,\u201d said one former defense official who asked for anonymity because they are under consideration for a Pentagon job.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Nov. 30, Biden nominated former Air Force acquisition chief <a href=\"https:\/\/www.defensenews.com\/air\/2021\/11\/30\/white-house-taps-former-air-force-official-to-run-pentagon-acquisition\/\" target=\"_blank\">Bill LaPlante<\/a> for undersecretary for acquisition and sustainment, known as A&amp;S, capping months of uncertainty after Defense Innovation Unit chief Mike Brown, first nominated for the job in April, <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/07\/14\/bidens-nominee-for-top-dod-weapons-chief-withdraws\/\" target=\"_blank\">withdrew his nomination<\/a>. For industry, LaPlante cannot be confirmed fast enough.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe primary conduit for industry with the Department of Defense is A&amp;S, and the fact you don\u2019t have these political positions filled is just terribly challenging for industry. You don\u2019t get the guidance, the strategy and the leadership,\u201d Carlisle said. \u201cOne of the key jobs of A&amp;S is to telegraph to industry that government\u2019s willing to take a little risk and not be so risk averse, because we all know you have to take risks to have that kind of agility and speed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Biden has not nominated a deputy undersecretary for research and engineering, deputy undersecretary for acquisition and sustainment, assistant secretary for acquisition or several other lower level acquisition officials in the services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among other key positions for Pentagon suppliers is undersecretary for research and engineering <a href=\"https:\/\/www.defensenews.com\/pentagon\/2021\/11\/08\/pentagon-tech-chief-seeks-to-bolster-rd-work-with-allies\/\" target=\"_blank\">Heidi Shyu<\/a>, who was confirmed by the Senate this summer. In this file photo, Shyu visits  Fort Bliss, Texas.<\/figcaption><\/figure>\n\n\n\n<h1 class=\"wp-block-heading\">\u2019We need to move these people\u2019<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Armed Services Committee leaders are mired in a protracted process of passing the annual National Defense Authorization Act, but Chairman <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/05\/11\/reed-prioritizing-china-deterrence-fund-comms-and-unmanned-ships\/\" target=\"_blank\">Jack Reed<\/a>, D-R.I. said Wednesday he plans to turn to nominees in the new year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve obviously been focused distinctly on the NDAA, but we will shift quite dramatically and quickly to nominees,\u201d Reed said. \u201cThere\u2019s 11 that are waiting for confirmation, they\u2019re critical roles in the Department of Defense and we need to get them filled. Everybody talks about how we have to get the best equipment into the hands of troops quickly, and that\u2019s all acquisition and sustainment.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The most visible obstacle right now is Missouri Republican Sen. <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/11\/18\/nato-ambassador-julianne-smith-confirmed-after-senator-relents\/\" target=\"_blank\">Josh Hawley<\/a>. Hawley has pledged to slow roll nominees for the State Department and Pentagon until Austin, Joint Chiefs of Staff Chairman Gen. <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2021\/09\/28\/milley-denies-working-to-undermine-trump-or-civilian-control-of-the-military\/\" target=\"_blank\">Mark Milley<\/a>, Secretary of State <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2021\/12\/01\/blinken-says-russia-could-move-on-ukraine-on-short-order\/\" target=\"_blank\">Antony Blinken<\/a> and National Security Advisor <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2021\/12\/08\/biden-putin-talks-yield-no-breakthrough-in-ukraine-tensions\/\" target=\"_blank\">Jake Sullivan<\/a> resign over the administration\u2019s chaotic exit from <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2021\/09\/28\/afghanistan-probably-never-stood-a-chance-reports-show\/\" target=\"_blank\">Afghanistan<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m not concerned about the defense industry,\u201d Hawley said when asked Tuesday about his blanket hold on nominees. \u201cWhat I\u2019m concerned about is getting leadership in the department that will actually steer this country in a safe direction.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMilley should be gone, Lloyd Austin should be gone, and I\u2019m not going to consent to this being another Vietnam where the people who planned this get to stay around, get their fat pensions, and they\u2019re lauded and feted, and later on it turns out they all lied to us, they did a terrible job and they don\u2019t have any accountability,\u201d he added.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/staging.sightlinemg.com\/defensenews\/naval\/2021\/11\/18\/navy-looks-to-get-back-on-schedule-for-fielding-hypersonic-missiles-on-submarines\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"188\" src=\"https:\/\/staging.sightlinemg.com\/wp-content\/uploads\/2026\/08\/vpm.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Navy looks to get back on schedule for fielding hypersonic missiles on submarines<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Navy&#039;s schedule for getting hypersonic weapons on submarines has slipped from 2025 to 2028 \u2014  but the service is trying to leverage learning elsewhere in the program to accelerate that schedule.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Technically, Hawley is objecting to confirming nominees by unanimous consent or voice vote, a course senators generally reserve for controversial nominees, but increasingly are using to negotiate with the executive branch. Senate Majority Leader <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/11\/16\/senates-china-competition-bill-threatens-ndaa-passage\/\" target=\"_blank\">Chuck Schumer<\/a>, D-N.Y., could advance the nominations, but it would use scarce Senate floor time when the chamber is focused on Biden\u2019s domestic agenda, judicial confirmations and other matters, including the NDAA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The sentiment that these confirmation delays compromise national security, or at least effective government, is bipartisan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Strategic Forces Subcommittee Chairman <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/05\/03\/strategic-forces-chair-not-fully-convinced-on-icbm-modernization\/\" target=\"_blank\">Angus King<\/a>, I-Maine., put the blame on Hawley. \u201cSen. Hawley is compromising national security. Period,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">North Dakota Republican Sen. <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/06\/10\/austin-milley-defend-biden-defense-budgets-weapon-cuts-to-wary-lawmakers\/\" target=\"_blank\">Kevin Cramer<\/a> is awaiting multibillion-dollar decisions about replacing or overhauling intercontinental ballistic missiles based in his state, which will affect defense firms, local jobs and defense strategy for years to come. (Photo by Drew Angerer\/Getty Images)<\/figcaption><\/figure>\n\n\n\n<h1 class=\"wp-block-heading\">In need of a nexus<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">While there\u2019s a lot of continuity between the Trump and Biden administrations when it comes to championing American manufacturers and the defense industrial base, the Biden administration needs to install its own top leaders to implement its goals, <a href=\"https:\/\/www.defensenews.com\/interviews\/2020\/09\/21\/pentagon-acquisition-boss-talks-industry-mergers-and-coronavirus\/\" target=\"_blank\">Ellen Lord<\/a>, who served as the Trump administration\u2019s acquisition and sustainment chief at the Pentagon, told Defense News. That\u2019s especially true when it comes to changing the Pentagon\u2019s culture to embrace its new acquisition authorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFrankly, Congress has done a very good job over the last five years or so, of setting forth the capability to do acquisition more rapidly and be much more creative, yet compliant, about how it is done,\u201d she said. \u201cIt takes an enormous amount of work to translate that into policy and implementation guidance, and then make sure the acquisition workforce is trained. That training is essential, and it can\u2019t just be hypothetical.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, federal contractors want guidance about the Biden administration\u2019s vaccine mandate amid disagreements over how to implement it. Small and mid-sized contractors are hurt disproportionately when their workers want to leave rather than comply, according to Carlisle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhether we like it<b> <\/b>or not there is some vaccine hesitancy in this country, and there are cases where companies are not going to be able to proceed with what they were contracted for because they\u2019re going to lose their workforce,\u201d he said. \u201cIt\u2019s a workforce with security clearances, unique skill sets, program managers, some close to retirement \u2015 and they\u2019ll retire early or walk across the street to commercial [employers].\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/staging.sightlinemg.com\/defensenews\/land\/2021\/10\/11\/army-futures-command-chief-talks-rocky-patches-in-quickly-fielding-critical-weapons\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"280\" src=\"https:\/\/staging.sightlinemg.com\/wp-content\/uploads\/2026\/08\/20_futurescommand.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Army Futures Command chief talks \u2018rocky patches\u2019 in quickly fielding critical weapons<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Army has made progress toward rapidly fielding systems, particularly those centered around soldiers.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In the early weeks of the coronavirus pandemic, Lord\u2019s office worked to keep the Pentagon\u2019s suppliers in business, serving as a nexus for the top three defense trade associations, the White House and Capitol Hill. If confirmed by the Senate, her replacement could use a similar approach to try to solve vaccine mandate challenges, she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThen you could have a cadence of communications, utilizing the industry associations, because you need some mechanism to echo and amplify the messages from the administration \u2015 but just as importantly to hear the feedback on what some of the unintended consequences could be,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another agenda item: Biden\u2019s executive order to boost \u201c<a href=\"https:\/\/www.defensenews.com\/global\/the-americas\/2021\/11\/01\/buy-american-biden-sees-industry-pushback-as-allies-warn-of-trade-consequences\/\" target=\"_blank\">Buy American<\/a>\u201d for federal contracting requirements sparked fears in U.S. defense firms of a backlash overseas against their products.
