The details have yet to be disclosed as the Defense Department works through them with the White House budget office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But last week, Senate Majority Leader Mitch McConnell, R-Ky., said he wants to <a href=\"https:\/\/www.hughhewitt.com\/senate-majority-leader-mitch-mcconnell-on-what-comes-next\/\" target=_blank>\u201cpush the pause button\u201d<\/a> on the next aid package and, because Democrats aim to center it on bailouts for states hit hard by the pandemic, <a href=\"https:\/\/www.politico.com\/news\/2020\/04\/21\/mcconnell-slams-brakes-coronavirus-aid-199890\" target=_blank>\u201cmove \u201ccautiously.\u201d<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou\u2019ve seen the talk from both sides about acting, but my goal from the beginning of this, given the extraordinary numbers that we\u2019re racking up to the national debt, is that we need to be as cautious as we can be,\u201d McConnell told reporters on April 21.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Senate will reconvene in full on May 4 to work on coronavirus aid legislation, McConnell said Monday. It would mark the first time the chamber has been back in full since late March.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The prospects for a speedy compromise looked dim when House Speaker Nancy Pelosi, D-Calif., set herself at odds with McConnell last week, saying, \u201cThere will not be a bill without state and local\u201d aid. Senate Minority Leader Chuck Schumer, D-N.Y., and other congressional Democrats have added pressure on McConnell by pillorying the majority leader\u2019s suggestion that states declare bankruptcy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRepublican Senators: Raise your hand if you think your state should go bankrupt,\u201d Schumer said in a <a href=\"https:\/\/twitter.com\/SenSchumer\/status\/1253298979707723781\" target=_blank>tweet<\/a>.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/staging.sightlinemg.com\/defensenews\/coronavirus\/2020\/04\/24\/covid-cash-crunch-still-hurting-small-defense-firms\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/staging.sightlinemg.com\/wp-content\/uploads\/2026\/08\/77S2YLP5VREODJNNODEH5XE5VA-Cropped.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">COVID cash crunch still hurting small defense firms<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Cash flow for small defense contractors is continuing to suffer under the coronavirus pandemic, according to a survey by the National Defense Industrial Association.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">McConnell\u2019s negotiating stance comes as the Congressional Budget Office <a href=\"https:\/\/www.federaltimes.com\/management\/budget\/2020\/04\/24\/cbo-says-deficit-to-reach-37-trillion-in-economic-decline\/\" target=_blank>projected<\/a> Friday that the federal budget deficit would quadruple to $3.7 trillion, driven by the coronavirus pandemic and a government spending spree on testing, health care, and aid to businesses and households.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the report, the 2020 budget deficit will explode after Congress passed and President Donald Trump signed four coronavirus aid bills that promise to pile more than $2 trillion onto the $24.6 trillion national debt in the remaining six months of the current fiscal year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, defense hawks are warm to a defense spending boost. Senate Commerce Committee Chairman Roger Wicker, R-Miss., has voiced support for an additional cash infusion for the defense industry.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe federal government can play a vital role in keeping military suppliers afloat,\u201d Wicker, a senior member of the Senate Armed Services Committee, said in his weekly newsletter to supporters. \u201cAlready the Department of Defense has announced it is spending $3 billion to reimburse contractors affected by work delays and breaks in the supply chain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs Congress considers new relief measures, I will work to include targeted funding to ensure that suppliers get the stable cash flow and contracts they need to endure this crisis. These awards should go toward projects the military has already identified as priorities and should not break the bank.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/coronavirus\/\"><b>Click here for complete coverage of the COVID-19 outbreak.<\/b><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Also last week, Sen. Tom Cotton, R-Ark., introduced legislation last week that calls for $43 billion for military infrastructure and weapons as part of a larger effort to confront China in the Indo-Pacific region. That bill also calls for $11 billion to mitigate pandemic-related cost overruns on weapons programs and $3.3 billion to mitigate COVID-19 impacts to the defense-industrial base.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Cotton\u2019s proposal is also loaded with new weapons purchases that would prove a boon to defense firms, albeit at a slower pace than a direct cash infusion. There\u2019s an added General Dynamics\/Huntington Ingalls Industries-built Virginia-class submarine; more Lockheed Martin-built F-35A jets; Boeing-built F-15EX fighter aircraft; a battery for the Terminal High Altitude Area Defense air defense system; and anti-ship\/strike weapons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cotton\u2019s bill follows a $6.1 billion <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/04\/16\/thornberry-wants-6-billion-this-year-to-launch-counter-china-fund\/\" target=_blank>China deterrence package <\/a>from the influential ranking member of the House Armed Services Committee, Rep. Mac Thornberry, R-Texas. That bill would fund an Indo-Pacific Deterrence Initiative, also favored in principal by HASC Chairman Adam Smith, D-Wash.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/staging.sightlinemg.com\/defensenews\/pentagon\/2020\/04\/20\/pentagon-bracing-for-three-month-slowdown-on-major-defense-equipment\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/staging.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ChinookKatterbach.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Pentagon bracing for three-month slowdown on major defense equipment<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Pentagon also expects to spend &quot;billions&quot; of dollars in paying back industry for costs incurred by the COVID-19 outbreak.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Observers predicted the added funding might find a way through any deadlock on a stimulus bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe don\u2019t foresee stand-alone adoption but do think elements of it could be spread across different spending bills,\u201d analyst Roman Schweizer of the Cowen Group said of Cotton\u2019s bill in a note to investors. \u201cWith Congress in full-bore debt-spending mode, defense proponents might be able to bury this money in larger packages.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The American Enterprise Institute\u2019s Mackenzie Eaglen <a href=\"https:\/\/www.defensenews.com\/opinion\/commentary\/2020\/04\/27\/what-the-pentagon-should-and-should-not-get-in-the-next-stimulus-bill\/\" target=_blank>proposed<\/a> in a Defense News on Monday that the next package for the Pentagon should avoid submitting unfunded procurement priorities and also \u201cfocus on the health, safety and continuity of all the Pentagon\u2019s workforce.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDemocrats want another stimulus, ideally on \u2018shovel ready\u2019 infrastructure jobs. DoD is absolutely going to need more help in some sort of bill to keep the defense supply chain from going to the unemployed lines, or worse, gobbled up by China,\u201d Eaglen said in an email.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMost of defense stimulus is to prop up jobs and employment so I\u2019d like to be optimistic and think Democrats would be very supportive.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Democratic leaders haven\u2019t yet signaled how they\u2019re predisposed toward added defense spending in a stimulus package. However, a House Democratic aide said that scenario would invite serious opposition from the progressive wing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Ro Khanna, D-Calif., a member of HASC and the House Progressive Caucus leadership team, previewed the messaging in this fight in <a href=\"https:\/\/twitter.com\/RepRoKhanna\/status\/1252745847059681283?s=20\" target=_blank>a tweet<\/a> on April 21 saying: \u201cThe Pentagon shouldn\u2019t get any more COVID relief money.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cA single F-35 could pay for 2,200 ventilators. 1 nuclear warhead could pay for 17 million masks,\u201d Khanna said, adding that the Pentagon budget dwarfs the combined budgets of the Centers for Disease Control and Prevention, the National Institutes of Health, and U.S. contributions to the World Health Organization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the Senate, Sen. Bernie Sanders, I-Vt., \u201cwill strongly oppose no-strings-attached giveaways to the arms industry, as news reports seem to indicate are the Pentagon\u2019s likely request of Congress,&#8221; said his spokesman, Keane Bhatt. &#8220;This is the time to put ordinary workers and small businesses first \u2014 not prioritize the profits of Lockheed Martin and
