Adam Smith<\/a> gains control of the House Armed Services Committee, as projected, the head of U.S. Strategic Command has some advice for him: There are ways to <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2017\/10\/31\/americas-nuclear-weapons-will-cost-12-trillion-over-the-next-30-years\/\" target=\"_blank\">trim down the cost of the nuclear arsenal<\/a>, but don\u2019t cut a leg off of the nuclear triad.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen Congressman Smith asks me \u2014 and he has \u2014 I will tell him next year the same thing I told him last year and the year before,\u201d <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/space-symposium\/2018\/04\/18\/stratcom-head-dont-doubt-russias-drive-to-develop-invincible-hypersonic-missile\/\" target=_blank>Gen. John Hyten said<\/a> during a Nov. 14 discussion at Harvard University\u2019s Institute of Politics.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs the STRATCOM commander, my advice is that we need to have a force that can respond to any threat that is in the world today. And in order to do that, I have to have a triad. The Russians have a very significant triad that is poised against us each and every day, and if I don\u2019t have that, I can\u2019t guarantee that the United States will have the ability to respond, which means I can\u2019t guarantee the security of the country.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/staging.sightlinemg.com\/defensenews\/congress\/2018\/11\/14\/smith-aims-to-scrap-trumps-nuclear-weapons-policy\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/staging.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_156472191220.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Smith aims to scrap Trump\u2019s nuclear weapons policy<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Democratic lawmakers say they hope to use their party\u2019s takeover of the House to check the Trump administration\u2019s expansive pursuit of nuclear weapons.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Earlier on Wednesday, Smith said that the Pentagon\u2019s plan to recapitalize the three legs of the triad \u2014 by buying the Columbia-class submarine, new intercontinental ballistic missiles, and the B-21 bomber \u2014 was \u201cway beyond what we can afford.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2017, the Congressional Budget Office estimated that the Pentagon will spend more than $1 trillion over the next 30 years to buy new nuclear weapons or sustain what it has.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead of pursuing that plan, members of Congress should push for a redo of the Trump administration\u2019s recent Nuclear Posture Review and force the White House to choose between modernization of its nukes or its conventional weapons, Smith argued.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFundamentally what I\u2019m hoping what we can do moving forward is reset our policy on nuclear weapons,\u201d said Smith, D-Wash., during an event sponsored by the Ploughshares Fund.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hyten agreed that there are things the Defense Department could do to roll back its spending on nukes, but it involves renegotiating arms control treaties to further reduce the nuclear arsenals of the United States and Russia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWant to know how to get those savings? Sit down with the Russians and say, \u2018You know, <a href=\"https:\/\/www.defensenews.com\/smr\/2018\/11\/02\/heres-when-all-of-americas-new-nuclear-warhead-designs-will-be-active-and-how-much-theyll-cost\/\" target=_blank>1,550 is not the right number,<\/a>\u2019\u201d he said, referencing the maximum number of nuclear permitted by the New START Treaty signed by the United States and Russia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMaybe its 1,400. There\u2019s a certain minimum number that we need to handle all of the threats in the world, and I won\u2019t go into what that is, but we have analysis that we can give to diplomats to help them negotiate,\u201d he said. \u201cBut if you want to save money, change the threat. Is New START next?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">With the INF treaty on its way out, the question becomes what else goes with it.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cI like arms control treaties that limit nuclear weapons. I think those are good things for our country and good things for the world,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But when negotiating with a nuclear power, \u201ceverything should be on the table\u201d for each party\u2014and for Russia, that includes its low-yield nuclear weapons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked about President Donald Trump\u2019s intention to withdraw the United States from the Intermediate-Range Nuclear Forces Treaty, Hyten again voiced dissatisfaction with Russian noncompliance.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/staging.sightlinemg.com\/defensenews\/smr\/nuclear-arsenal\/2018\/10\/22\/did-the-us-botch-its-withdraw-from-the-inf-treaty\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/staging.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-943937572.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Did the US botch its withdraw from the INF Treaty?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Whether you support the Trump administration&#039;s withdraw from the INF treaty or oppose it, experts seem to agree that the roll out was not beneficial for America.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/10\/19\/us-reportedly-poised-to-abandon-key-arms-control-treaty-with-russia\/\" target=_blank>The INF treaty<\/a> prohibits the countries from fielding ground-launched ballistic and cruise missiles with ranges between 500 and 5,500 kilometers, but the United States asserts that Russia\u2019s new 9M729 cruise missile fits into that category.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen I see the INF treaty, I see a treaty that I definitely want the Russians to be inside of, and they\u2019re not. And they haven\u2019t been for a number of years,\u201d Hyten said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, the United States abided by the treaty language, working through diplomatic channels to try to pull Russia back into compliance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe bottom line is: We have a treaty, and we\u2019re the only person abiding by that. And at some point in time, the United States has to say, \u2018That\u2019s enough,\u2019\u201d he said. \u201cAnd the president, a few weeks ago, said, \u2018That\u2019s
