{"id":56147,"date":"2021-09-16T19:31:02","date_gmt":"2021-09-16T19:31:02","guid":{"rendered":"https:\/\/staging.sightlinemg.com\/defensenews\/uncategorized\/2021\/09\/16\/british-armys-land-industrial-base-strategy-due-out-this-year\/"},"modified":"2026-08-20T14:02:04","modified_gmt":"2026-08-20T14:02:04","slug":"british-armys-land-industrial-base-strategy-due-out-this-year","status":"publish","type":"post","link":"https:\/\/staging.sightlinemg.com\/defensenews\/digital-show-dailies\/dsei\/2021\/09\/16\/british-armys-land-industrial-base-strategy-due-out-this-year\/","title":{"rendered":"British Army\u2019s land industrial base strategy due out this year"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The<a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/dsei\/2021\/09\/15\/british-army-chief-talks-taliban-tiktok-and-the-united-states\/?contentFeatureId=f0fljrziYHYB5pv&#038;contentQuery=%7B%22section%22%3A%22%2Fdigital-show-dailies%2Fdsei%22%2C%22from%22%3A8%2C%22size%22%3A10%2C%22exclude%22%3A%22%22%7D\" target=\"_blank\"> British Army<\/a> is crafting its new Land Industrial Base Strategy, meant to move the service toward a more collaborative relationship with industry <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2021\/03\/16\/more-nukes-and-a-regional-pivot-britain-unveils-its-long-awaited-defense-review\/\" target=\"_blank\">as it develops a force capable of fighting on the future battlefield<\/a>, according to Col. Tobias Lambert, the British Army\u2019s assistant head of industrial strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe challenge for me is working out how we grease the wheels of the machinery that allows us to work in concert from strategic planning &#8230; through the delivery and through life [cycle] management of our capabilities, through how we partner internationally, work collaboratively and do exports,\u201d Lambert said at the <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/dsei\/2021\/09\/07\/major-london-arms-fair-proceeds-amid-covid-fears-afghanistan-shock\/\" target=\"_blank\">DSEI defense exhibition in London<\/a> on Sept. 15.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Key to the effort, Lambert said, is being \u201creally, really clear\u201d with industry \u201cabout what it is that we value.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a recent meeting, he recalled, someone challenged him with the question, \u201cHow on earth can you align on values when industry only ever cares about the bottom line?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI wanted to counter that because that, to me, sounds like a transactional world,\u201d Lambert said. \u201cIt sounds like a world based on short-term returns and short-term gains, and it\u2019s the same thinking that I see in a lot of our past procurement activity where investments have largely been shaped and driven by compliance against a set of 4,000 requirements and a really simple three- to five-year lowest price deal.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Future relationships with industry need to focus on capability management across the life cycle and the benefits of long-term investment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army needs to make sure it is buying the right things, and that means making sound investment choices that balance short- and long-term gains, Lambert added. \u201cIn the Army, we often talk about the \u2018fight tonight\u2019 versus the \u2018fight tomorrow,\u2019 but in an industrial strategy sense, I don\u2019t think those two things have to be antagonistic.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army also needs to better invest in human capital, science and technology and the skills it needs for the future.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve got to connect up the pipeline of investments so that we don\u2019t end up in the feast and famine cycles that we\u2019ve seen in the past,\u201d Lambert said, \u201cand that could look like a different set of commercial arrangements that are more through life and based on spiral development pathways or it may look like a steadier drumbeat of orders that have been well-sequenced within the Army\u2019s portfolio.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To get after this, it requires \u201can absolute shift\u201d in the way the Army creates its spending plans and shares them with industry, Lambert said, which would ideally come in the form of a 20-year comprehensive plan of well-planned projects and programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the Army also needs to track where industry is investing, he said, calling on industry to help the Army see those investment plans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally, the strategy needs to include <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2020\/11\/12\/britain-moves-to-protect-its-defense-industry-from-foreign-influence\/\" target=\"_blank\">working internationally<\/a> \u201cand be[ing] an international partner of choice,\u201d Lambert said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cVery few, if any, supply chains these days are genuinely sovereign,\u201d Lambert said, \u201cand given the relatively low volumes that we deal with in the British Army, there is an expense and certain fragility to being in a user club of one.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBut if we are to do our bit on the international stage, play our part within our respective alliances, we need to be able to come together, governments and industry, to put a solid UK offer on the table,\u201d Lambert stated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the strategy is due out this year, Lambert said \u201cit\u2019s more important to get it right than publish it early, I think, and the feedback that we\u2019ve had within from industry has been incredibly valuable, but it has sent us back to the drawing board a little bit too.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are areas relating to programs and technology the Army needs to prioritize and invest in, \u201cwhich we\u2019ve got to run to ground,\u201d Lambert said. \u201cIf we can get that right up front, I think it\u2019d be worth the wait.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Potentially to be delivered this
