Here\u2019s what they say."},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WELLINGTON, New Zealand \u2014 New Zealand has released three defense and national security documents outlining prevailing challenges, principals for its military and ways to improve the force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Defence Minister Andrew Little on Aug. 4 presented to lawmakers a 36-page \u201c<a href=\"https:\/\/www.defence.govt.nz\/publications\/publication\/defence-policy-review-defence-policy-and-strategy-statement-2023\" target=\"_blank\">Defence Policy and Strategy Statement,<\/a>\u201d a 12-page \u201c<a href=\"https:\/\/www.defence.govt.nz\/engage\/future-force-design-principles\/\" target=\"_blank\">Future Force Design Principles<\/a>\u201d document and an inaugural 44-page \u201c<a href=\"https:\/\/www.dpmc.govt.nz\/publications\/aotearoas-national-security-strategy-secure-together-tatou-korowai-manaaki\" target=\"_blank\">National Security Strategy<\/a>.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cA year ago we commissioned the Defence Policy Review, to provide a roadmap for the future of Defence as part of the national security of New Zealand, and to do so in the context of the rapidly changing conditions we see around us,\u201d Little said, per a <a href=\"https:\/\/www.beehive.govt.nz\/release\/speech-roadmap-for-future-of-defence-and-national-security-released\" target=\"_blank\">transcript<\/a> of a speech in which he introduced the documents. \u201cOne of the first actions [Prime Minister] Chris Hipkins government took was to speed up work on that review.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Overall, the documents outline challenges and pressures; introduce \u201csliding principles\u201d and four underlying assumptions; and conclude that, in the mid- to long-term period, investment in the military is needed to \u201ccontinue to protect and promote New Zealand\u2019s interests.\u201d<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Threats<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn 2023 we do not live in a benign strategic environment,\u201d Little said. \u201cNew Zealand is facing more geostrategic challenges than we have had in decades \u2014 climate change, terrorism, cyberattacks, transnational crime, mis and disinformation, and competition in our region which, up until recently, we thought was protected by its remoteness.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those challenges appear to have overtaken expectations, with the government writing that the military \u201cis designed for a relatively benign strategic environment, and not the challenges of increased strategic competition and the adverse effects of climate change that the Defence Policy and Strategy Statement 2023 identifies. (Hagen Hopkins\/Getty Images)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, the document includes \u201ca range of defence activities which can be delivered in various combinations of scalable defence capabilities, from defence diplomacy through to combat operations. The task of examining how to best match capabilities to these activities, and balancing the required resourcing with associated trade-offs on policy outcomes, is the subject of a future capability planning process.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More specifically, the government calls out regional neighbors as threats to \u201cexisting international rules and norms.\u201d Those countries include \u201can increasingly powerful China\u201d that \u201ccontinues to invest heavily in growing and modernising its military, and is increasingly able to project military and paramilitary force beyond its immediate region.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">New Zealand also calls out Russia\u2019s invasion of Ukraine and North Korea\u2019s nuclear weapons program as challenging the effectiveness of international institutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government also notes that strategic interest in Antarctica and the continent\u2019s surrounding waters is growing, but fails to mention its March 2022 decision to defer the purchase of a regional patrol vessel.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Principles and assumptions<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The \u201cFuture Force Design Principles\u201d document describes eight areas \u201cdesigned to be scalable \u2014 from low to medium to high.\u201c<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGiven the need for flexibility in force design,\u201d the government wrote, \u201cthey are movable and their positioning is a distinct policy choice. All principles are interrelated and must be used in combination to effectively deliver a coherent force. Each sliding principle includes a specified area on a scale.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those principles include:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><b>Combat capability:<\/b> Marked as medium on the government\u2019s desired policy scale, it represents the extent to which the New Zealand Defence Force can deploy for noncombat operations and in conflict zones, and be able to recover.<\/li><li><b>Concurrency:<\/b> Falling between medium and high, this represents the military\u2019s ability to simultaneously operate in multiple locations.<\/li><li><b>Resilience:<\/b> Also between medium and high, it measures whether the military is \u201cprepared for shocks,\u201d including disruptions to supply chains and digital networks.<\/li><li><b>Flexibility:<\/b> Set as medium, this amounts to the range of circumstances the military can handle.<\/li><li><b>Scalability:<\/b> Also medium, this covers the Defence Force\u2019s ability to either \u201crapidly expand or reduce its capabilities, and structures, allowing it to adapt to future changes in the strategic environment.\u201d<\/li><li><b>Partnered:<\/b> Another principle landing at medium, it covers how well the military can operate independently. Still, the government notes New Zealand \u201cwill continue to partner with other government and non-governmental agencies, New Zealand\u2019s ally Australia, Pacific partners, other security partners, and industry.\u201d<\/li><li><b>Technological approach:<\/b> Landing between medium and high, this represents the pursuit of leading-edge technologies. \u201cThe Defence Force will seek opportunities to adopt technologies earlier in their lifecycle once proven, and in line with what our partners are doing,\u201d the government wrote. However, the military \u201cwill not seek to be at the leading edge.\u201d<\/li><li><b>System complexity:<\/b> Between low and medium, this final principle notes the military \u201cwill seek lower system complexity, including acquiring off-the-shelf instead of bespoke military capabilities where possible. Some systems will be proprietary, but generally simpler systems will be sought.\u201d<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The same document also lists four planning assumptions that \u201cunderpin the principles and will be taken as fact in the development of investment planning and policy\u201d:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>There is less time to plan and react.<\/li><li>The Defence Force will leverage partnerships to deliver outcomes.<\/li><li>The military will be <a href=\"https:\/\/www.defensenews.com\/global\/asia-pacific\/2023\/05\/04\/new-zealand-military-plays-catchup-in-pandemic-aftermath\/\" target=\"_blank\">prepared for combat<\/a>.<\/li><li>The government will improve funding certainty for the military.<\/li><\/ul>\n\n\n\n<h1 class=\"wp-block-heading\">Future force<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">New Zealand describes Australia as its most critical defense and security partner, and the island nation\u2019s \u201conly formal defence ally.\u201d But it also mentions its Five Eyes intelligence-sharing partners \u2014 the United Kingtom, the United States, Canada and Australia \u2014 as critical to the Defence Force leveraging science and technology developments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To this end, New Zealand notes the second pillar of AUKUS \u2014 a deal between Australia, the U.K. and the U.S. to provide nuclear-powered submarines, among other technology, to Canberra \u2014 \u201cmay present an opportunity for New Zealand to cooperate with close security partners on emerging technologies.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That pillar encompasses the development of advanced technologies, including artificial intelligence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">New Zealand also called the United States \u201ca crucial defence partner for New Zealand, with defence engagement deepening over the past decade.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">New Zealand\u2019s first \u201cNational Security Strategy\u201d covers the 2023-2028 time period and mentions a dozen core issues: strategic competition and the rules-based international system; emerging, critical and sensitive technologies; transnational organized crime; economic security; Pacific resilience and security; maritime security; border security; cyber security; and space security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In response, the government wrote, over the next two years New Zealand \u201cwill deliver a programme of national security reform, in line with the Royal Commission\u2019s emphasis on collective accountabilities and national security community leadership. These reforms will ensure we have the right structures and arrangements in place to deliver a more strategic approach.\u201d (The Royal Commission was set up to investigate an attack on Christchurch mosques in 2019.)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, that plan could change if a the country votes in a new government during elections scheduled for Oct.&nbsp;14.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI can only hope that whichever government is formed will look at the work that\u2019s been done and say: \u2018Keep doing the work on the defence capability plan.\u2019 This country needs a defense force which can respond when called on by the government, and it will be the government of the day that decides what those capabilities look like,\u201d <a href=\"https:\/\/www.defensenews.com\/interviews\/2023\/07\/06\/new-zealands-military-chief-talks-recruitment-drones-and-ukraine\/\" target=\"_blank\">Chief of the Defence Force Air Marshal Kevin Short<\/a> told Defense News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBut the messaging, which is the strategy and the assessment of what the global situation is \u2014 it doesn\u2019t matter which government\u2019s in \u2014 that is actually what\u2019s happening, whether it\u2019s climate change or whether it\u2019s about the international competition and uncertainty that we\u2019re all seeing,\u201d he added. \u201cWe\u2019ve been working with the Ministry of Defence and the minister for those policy documents. We\u2019ve got the framework now. We\u2019ve got the principles to work, too. The meat on that will be when we do the [Defence Capability Plan]<b> <\/b>over the next year. I\u2019m very comfortable with what those principles and what the policy says.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Little told media earlier this month that he doesn\u2019t expect to see a rise in <a href=\"https:\/\/www.defensenews.com\/global\/asia-pacific\/2023\/05\/18\/new-zealand-unveils-defense-budget-with-army-in-the-lead\/\" target=\"_blank\">defense spending<\/a> over the next two or three years. He also said he doesn\u2019t think funding will reach 2% of gross domestic product, although added that the budget would have to rise at some point to replace the <a href=\"https:\/\/www.defensenews.com\/naval\/2022\/12\/09\/a-third-of-new-zealands-navy-ships-are-docked-over-lack-of-crew\/\" target=\"_blank\">Royal New Zealand Navy\u2019s two frigates<\/a> in a decade or so. (Dave Rowland\/Getty Images)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">He also said the world is not nearing war in the region, although \u201cthere is some rising tension in the Pacific.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When asked about efforts to <a href=\"https:\/\/www.defensenews.com\/naval\/2023\/01\/04\/how-the-new-zealand-navy-plans-to-fix-its-sailor-and-ship-shortfalls\/\" target=\"_blank\">recruit former military personnel<\/a> to return to the force, Little told Defense News that \u201crecovering the experience we\u2019ve lost is difficult.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI do know anecdotally of some recently departed personnel who have said they would like to come back, and they\u2019ve seen the increases in remuneration, and for some of them it might be enough to entice them back. Some might wait a little longer to see what else happens,\u201d Little added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One Defence Force officer told Defense News that he was previously worried about the military\u2019s preparedness, but that the newly released documents have eased his concerns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe need people, kit and capabilities, and you have got to have a pathway for that, which I can see here. A commitment to it [is what] I am looking forward to seeing because if we look back through time, we have been slow to invest in the practical and materiel side of the capability. And my reading is that it has cost us the blood of the nation. That\u2019s unnecessary,\u201d he said, speaking on the condition of anonymity because he was not authorized to talk to the press.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSo if we can invest in building those capabilities before they\u2019re required, it deters madness in the world and it minimizes the investment of the nation\u2019s youth and blood.
