{"id":65004,"date":"2023-08-10T15:48:50","date_gmt":"2023-08-10T15:48:50","guid":{"rendered":"https:\/\/staging.sightlinemg.com\/defensenews\/uncategorized\/2023\/08\/10\/new-zealand-to-create-intel-agency-recommended-over-two-years-ago\/"},"modified":"2026-08-08T00:47:04","modified_gmt":"2026-08-08T00:47:04","slug":"new-zealand-to-create-intel-agency-recommended-over-two-years-ago","status":"publish","type":"post","link":"https:\/\/staging.sightlinemg.com\/defensenews\/global\/asia-pacific\/2023\/08\/10\/new-zealand-to-create-intel-agency-recommended-over-two-years-ago\/","title":{"rendered":"New Zealand to create intel agency recommended over two years ago"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WELLINGTON, New Zealand \u2014 New Zealand plans to create another intelligence agency to help the government more rapidly react to and better coordinate its response to security threats.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Royal Commission, charged with looking into the March 2019 Christchurch mosque attacks, recommended the formation of a new agency in its report presented to Parliament in December 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe recommend that the Government: Establish a new national intelligence and security agency that is well-resourced and legislatively mandated to be responsible for strategic intelligence and security leadership functions,\u201d the commission wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In June 2022, New Zealand Defence Minister Andrew Little said it was too early to do so. But earlier this month, while introducing the government\u2019s defense and security policy, he announced the nation\u2019s first national security system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt commits us to acting early, working together and having an integrated approach,\u201d Little said Aug. 4.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen [in 2017] we came to government, the priorities for the national security system were highly classified,\u201d he noted. \u201cIf the public didn\u2019t even know what the priorities were, then how could they &#8230; contribute to improving the security of the country?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although Little described the formation of a national intelligence and security agency, or NISA, as a \u201cpriority task,\u201d it wasn\u2019t mentioned in any of the <a href=\"https:\/\/www.defensenews.com\/global\/asia-pacific\/2023\/08\/08\/new-zealand-unveils-defense-strategy-documents-heres-what-they-say\/\" target=\"_blank\">supporting documents unveiled this month<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The next day, Aug. 5, the government announced NISA would be over and above the Security Intelligence Service and the Government Communications Security Bureau, rather than replacing them. In this role, NISA would take a higher-level view of the \u201cthreat horizon.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">New Zealand has several intelligence agencies. Currently, the Department of the Prime Minister and Cabinet includes the National Security Group, the National Assessments Bureau, the National Security Systems Directorate, and the National Intelligence and Risk Coordination directorate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other intelligence agencies include the Government Communications Security Bureau, the Security Intelligence Service, a police-run special investigations group, and the military\u2019s Directorate of Defence Intelligence and Security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">David Capie, director of the Centre for Strategic Studies at the Victoria University of Wellington, questioned the eventual formation of NISA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think you might be reading a bit much into &#8230; a brief comment Minister Little made,\u201d Capie told Defense News. \u201cA \u2018NISA\u2019 is not mentioned in the NSS [<a href=\"https:\/\/www.dpmc.govt.nz\/publications\/aotearoas-national-security-strategy-secure-together-tatou-korowai-manaaki\" target=\"_blank\">National Security Strategy document<\/a>]. He was fairly equivocal in his comment, and of course we have an election on 14 October, so who knows what will happen after that.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For Robert Patman, a professor of politics at the University of Otago, NISA should come with oversight and coordinate with other agencies, but also avoid the \u201cdanger of <a href=\"https:\/\/www.britannica.com\/science\/groupthink\" target=\"_blank\">groupthink<\/a>.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNISA, in the form it was envisaged by the Royal Commission, has not yet emerged as an independent oversight agency, and it seems that some of the functions that were going to be taken on by NISA have actually been taken on by other agencies,\u201d Patman told Defense News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCan they exercise oversight over themselves? We\u2019ve always had a problem in this country with having stand-alone, independent oversight teams,\u201d he added. \u201cI think it does make sense when you\u2019re dealing with something as potentially dangerous as national security, that you do have an agency that coordinates, sits above them, and it shouldn\u2019t just be another group of public servants.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On whether the nation will form NISA, Patman said it\u2019s unclear why there\u2019s been a delay given \u201cthe government\u2019s gone on record as accepting all [the commission\u2019s] recommendations.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Defense News approach Little for comment, but was referred to the minister for national security and intelligence
