{"id":22493,"date":"2015-06-25T20:41:31","date_gmt":"2015-06-25T20:41:31","guid":{"rendered":"https:\/\/staging.sightlinemg.com\/federaltimes\/uncategorized\/2015\/06\/25\/lawmakers-unimpressed-with-opm-s-cyber-action-report\/"},"modified":"2026-08-08T04:53:43","modified_gmt":"2026-08-08T04:53:43","slug":"lawmakers-unimpressed-with-opm-s-cyber-action-report","status":"publish","type":"post","link":"https:\/\/staging.sightlinemg.com\/federaltimes\/smr\/opm-data-breach\/2015\/06\/25\/lawmakers-unimpressed-with-opm-s-cyber-action-report\/","title":{"rendered":"Lawmakers unimpressed with OPM&#8217;s cyber action report"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Office of Personnel Management released a &#8220;Cybersecurity Action Report&#8221; June 24 detailing the actions taken to shore up network security since the agency&#8217;s systems were hacked, though legislators aren&#8217;t satisfied with the efforts to-date.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The document lists 23 actions that were already in process before the breach was discovered \u2014 either completed or still ongoing \u2014 and an additional 15 initiatives started since.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>OPM Report: <\/b><a href=\"http:\/\/www.opm.gov\/news\/latest-news\/announcements\/opm-cybersecurity-action-report.pdf\" title=\"http:\/\/www.opm.gov\/news\/latest-news\/announcements\/opm-cybersecurity-action-report.pdf\">Actions to Strengthen Cybersecurity and Protect Critical IT Systems<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report notes it was through the ongoing security improvements that the breach was initially detected.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Special Multimedia Report: <\/b><a href=\"http:\/\/www.federaltimes.com\/section\/OPM-Cyber-Report\/\" title=\"http:\/\/www.federaltimes.com\/section\/OPM-Cyber-Report\/\">The OPM Data Breach: What You Need to Know<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite those improvements, the significant scope of the hack led IT managers at OPM to step up efforts going forward.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The interagency incident response team has reviewed OPM&#8217;s systems and concluded that there is no evidence that the intruder remains active on those systems,&#8221; the report states. &#8220;Yet simply because there is no evidence that this particular threat remains active does not mean that we can decrease our vigilance.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>More: <\/b><a href=\"http:\/\/www.federaltimes.com\/story\/government\/omr\/opm-cyber-report\/2015\/06\/19\/opm-breach-encryption\/28985237\/\" title=\"http:\/\/www.federaltimes.com\/story\/government\/omr\/opm-cyber-report\/2015\/06\/19\/opm-breach-encryption\/28985237\/\">OPM breach a failure on encryption, detection<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moving forward, OPM plans on instituting some significant security upgrades \u2014 such as continuous monitoring and requiring multifactor authentication across the enterprise \u2014 as well hiring a cybersecurity advisor and increasing engagement with the agency inspector general.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The recent breaches of OPM data make clear that cybersecurity must remain a priority for all agencies but especially OPM,&#8221; as employees expect the agency to protect their personal information, the report says.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">OPM Director Katherine Archuleta discussed the plan during a hearing in front of the Senate Homeland Security and Governmental Affairs Committee on June 25.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>More: <\/b><a href=\"http:\/\/www.federaltimes.com\/story\/government\/omr\/opm-cyber-report\/2015\/06\/24\/opm-hack-cyber\/29208581\/\" title=\"http:\/\/www.federaltimes.com\/story\/government\/omr\/opm-cyber-report\/2015\/06\/24\/opm-hack-cyber\/29208581\/\">OPM fires back at hack criticism, vows further reform<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Committee members weren&#8217;t satisfied though, stating that OPM should have done more sooner to safeguard federal employee data.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Cybersecurity on federal agency networks has proven to be grossly inadequate,&#8221; said Committee Chairman Sen. Ron Johnson, R-Wisc. &#8220;OPM has been hacked five times in the past three years and it still has not responded to effectively secure its network.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;I don&#8217;t expect perfection,&#8221; he said later in the hearing. &#8220;But I&#8217;m looking for people to prioritize. I&#8217;m looking at people&#8217;s actions that they took \u2026 It really gives me pretty great pause in terms of having confidence that the current management team in OPM really is up to the
