{"id":25065,"date":"2023-02-02T17:23:05","date_gmt":"2023-02-02T17:23:05","guid":{"rendered":"https:\/\/staging.sightlinemg.com\/federaltimes\/uncategorized\/2023\/02\/02\/biden-urges-agencies-to-support-family-leave-for-new-employees\/"},"modified":"2026-08-20T14:00:26","modified_gmt":"2026-08-20T14:00:26","slug":"biden-urges-agencies-to-support-family-leave-for-new-employees","status":"publish","type":"post","link":"https:\/\/staging.sightlinemg.com\/federaltimes\/management\/pay-benefits\/2023\/02\/02\/biden-urges-agencies-to-support-family-leave-for-new-employees\/","title":{"rendered":"Biden urges agencies to support family leave for new employees"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">President Joe Biden on Thursday issued a memo encouraging federal agencies to support paid and unpaid leave for federal employees, even if they haven\u2019t accrued enough time off, and in circumstances of dating violence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Normally, workers must have worked for <a href=\"https:\/\/hr.nih.gov\/about\/faq\/benefits\/leave\/fmla\" target=\"_blank\">at least 12 months<\/a> to be eligible for the Family and Medical Leave Act, so the memo targets those who have not yet met their one-year anniversary and prods agencies to report on how they will support employees within the year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPaid leave policies benefit both employees and employers and will strengthen our economy as a whole,\u201d Biden said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The announcement comes three days before the 30th anniversary of the FMLA. <a href=\"https:\/\/www.dol.gov\/general\/topic\/benefits-leave\/fmla#:~:text=FMLA%20applies%20to%20all%20public,with%2050%20or%20more%20employees.\" target=\"_blank\">The law, <\/a>signed in 1993 by former President Bill Clinton, expanded leave benefits for public agencies, schools and companies with 50 or more employees.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under FMLA, most federal employees are entitled to up to 12 weeks of unpaid, job-protected leave in a year for the birth or care of a child, caretaking of an ill family member, personal medical needs or other qualifying hardships due to required military service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFederal employees need access to extended family and medical leave, particularly during their first year of federal service when they may not have accrued sufficient leave and are not yet eligible for leave under [FMLA],\u201d Biden said in the memo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The memo makes the case for employees who may be in dual roles that support a household financially and care for those who live in it. Coming out of the pandemic, one in four 18 to 34-year-olds became carers for the first time, according to the <a href=\"https:\/\/www.embracingcarers.com\/wp-content\/uploads\/Global-Carer-Well-Being-Index-Report_FINAL.pdf\" target=\"_blank\">Carer Well-Being Index,<\/a> a global research study.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Enhancing federal benefits have also become a tool for recruitment and retention especially if pay lags the private sector, as <a href=\"https:\/\/www.federaltimes.com\/management\/pay-benefits\/2022\/08\/05\/why-do-federal-pay-raises-lag-the-private-sector\/\" target=\"_blank\">Federal Salary Council reports<\/a> show it did by 24% last year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The memo also charges the director of the Office of Personnel Management with providing recommendations to support access to paid or unpaid leave \u201cfor purposes related to seeking safety and recovering from domestic violence, dating violence, sexual assault, or stalking.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That can include, for example, getting physical or mental health treatment, seeking help from an outside organization, relocating, taking legal action or assisting a family member in any of that.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If FMLA isn\u2019t an option, sick leave can be <a href=\"https:\/\/www.opm.gov\/policy-data-oversight\/pay-leave\/reference-materials\/reports\/federal-employees-family-friendly-leave-act\/#:~:text=As%20a%20result%2C%20an%20employee,with%20a%20serious%20health%20condition.\" target=\"_blank\">substituted<\/a> for health issues, family care, bereavement and adoptions, though it is subject to certain caps depending on the situation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is no limitation on the amount of sick leave that can be <a href=\"https:\/\/www.opm.gov\/policy-data-oversight\/pay-leave\/leave-administration\/fact-sheets\/sick-leave-general-information\/#:~:text=Sick%20Leave%20Accumulation,leave%20that%20can%20be%20accumulated.\" target=\"_blank\">accumulated<\/a>. Full-time employees accrue half a day for each biweekly pay period. Part-time employees get one hour for each 20 hours of work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last month, the Pentagon declared service members can can take up to 12 weeks of parental leave in the year following the birth of a child, <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2023\/01\/04\/troops-entitled-to-12-weeks-of-leave-after-birth-adoption-of-a-child\/#:~:text=Your%20Military-,Troops%20entitled%20to%2012%20weeks%20of,birth%2C%20adoption%20of%20a%20child&#038;text=Any%20service%20member%20welcoming%20a,congressionally%20mandated%20policy%20signed%20Thursday.\" target=\"_blank\">Military Times<\/a> reported.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Biden\u2019s announcement comes days before the 30-year anniversary of the Family and Medical Leave
