If approved, the Senate would act next, ahead of Friday\u2019s shutdown deadline.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/staging.sightlinemg.com\/federaltimes\/management\/pay-benefits\/military-benefits\/health-care\/2023\/11\/07\/will-a-government-shutdown-halt-open-enrollment\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/staging.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP16250779080228.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Will a government shutdown halt open enrollment?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">What happens to the annual enrollment period for federal health benefits if there&#039;s a lapse in appropriations?<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The new Republican leader faces the <a href=\"https:\/\/apnews.com\/article\/government-shutdown-congress-budget-e7d934001b1e00817deb8f33a2b6852f\">same political problem<\/a> that led to McCarthy\u2019s ouster, and is unlikely to win enough support from his <a href=\"https:\/\/apnews.com\/article\/house-speaker-mike-johnson-conservatives-republicans-92b118abced14e4b221f3ab0daf4e757#:~:text=WASHINGTON%20(AP)%20%E2%80%94%20New%20House,that%20toppled%20previous%20House%20speakers.\">Republican majority<\/a> to pass the bill on its own. Instead, Johnson will be forced to rely on Democrats to ensure passage to keep the federal government running.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Johnson has called it a \u201cnecessary bill\u201d that he hoped would put House Republicans \u201cin the best position to fight\u201d for their conservative priorities in the new year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under his proposal, Johnson is putting forward a unique \u2014 critics say bizarre \u2014 <a href=\"https:\/\/apnews.com\/article\/government-shutdown-congress-budget-mike-johnson-d942acf1a8b163f0b52f209da42953c6\">two-part process<\/a> that temporarily funds some federal agencies to Jan. 19 and others to Feb. 2. It\u2019s a continuing resolution, or CR, that comes without any of the <a href=\"https:\/\/apnews.com\/article\/government-shutdown-mccarthy-house-republicans-spending-cuts-deff84c0e2ff7d3bd076b8c38e14cca4\">deep cuts<\/a> conservatives are demanding. It also fails to include President Joe Biden\u2019s request for <a href=\"https:\/\/apnews.com\/article\/joe-biden-ukraine-israel-budget-3762a0bdf00653e3c8a38175d3c3d3cb\">nearly $106 billion<\/a> for Ukraine, Israel, border security and other supplemental funds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think it\u2019s a very big mistake,\u201d said Rep. Chip Roy, R-Texas, a member of the hard-right Freedom Caucus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Roy said there\u2019s \u201ca whole lot of opposition\u201d among House Republicans to partnering with Democrats to pass the bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Democratic leader Hakeem Jeffries said his party is \u201ccarefully evaluating\u201d the proposal from the Republican leadership before giving approval.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe remain concerned,\u201d he said about the two-part approach. Veteran lawmakers on both sides of the aisle have called it cumbersome, unusual and unworkable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Jeffries in a letter to Democratic colleagues noted that the GOP package met the Democratic demands to keep funding at current levels without steep reductions or divisive Republican policy priorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have articulated that we will not accept any extreme right-wing policy provisions in connection with funding the government,\u201d Jeffries wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With the House narrowly divided, Johnson cannot afford many defections from Republicans, which is forcing him into the arms of Democrats.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Political honeymoon ending?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Winning bipartisan approval of a continuing resolution is the same move that led McCarthy\u2019s <a href=\"https:\/\/apnews.com\/article\/kevin-mccarthy-republican-lawmakers-house-opponents-33c7d984964916f29d548b5b1dfe508b\">hard-right flank<\/a> to oust him in October, days after the Sept. 30 vote to avert a federal shutdown. For now, Johnson appears to be benefiting from a <a href=\"https:\/\/apnews.com\/article\/house-speaker-johnson-israel-ukraine-9148bd12c1bfda97c3eff03cb1c6a4be\">political honeymoon<\/a> in one of his first big tests on the job.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLook, we\u2019re going to trust the speaker\u2019s move here,\u201d said Rep. Drew Ferguson, R-Ga.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Senate, where Democrats have a slim majority, has also signaled its willingness to accept Johnson\u2019s package ahead of Friday\u2019s deadline to fund the government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Republican leader <a href=\"https:\/\/apnews.com\/hub\/mitch-mcconnell\">Mitch McConnell<\/a> said the House GOP package \u201cwill keep the lights on,\u201d and he will support it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But McConnell, R-Ky., noted that Congress <a href=\"https:\/\/apnews.com\/article\/mcconnell-ukraine-russia-senate-israel-bf8dc4899d1e99fd186028a387023b57\">still has work to do<\/a> toward Biden\u2019s request to provide U.S. military aid for <a href=\"https:\/\/apnews.com\/hub\/russia-ukraine\">Ukraine<\/a>, <a href=\"https:\/\/apnews.com\/article\/israel-hamas-war-live-updates-11-13-2023-b5c94b23717f5f2d8d19414baf8d7caa\">Israel<\/a> and other needs. Senators are trying to devise a separate package to fund U.S. supplies for the overseas wars and bolster border security, but it remains a work in progress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If approved, passage of another continuing resolution would be a stunning capstone to the House GOP\u2019s first year in the majority. The Republicans have worked tirelessly to cut federal government spending only to find their own GOP colleagues are unwilling to go along with the most conservative priorities. Two of the Republican bills collapsed last week as moderates revolted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, the Republicans are left funding the government essentially on autopilot at the levels that were set in bipartisan fashion at the end of 2022, when Democrats had control of Congress but two parties came together to agree on budget terms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All that could change in the new year when 1% cuts across the board to all departments would be triggered if Congress fails to agree to new budget terms and pass the traditional appropriation bills to fund the government by springtime.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 1% automatic cuts, which would take hold in April, are despised by all sides \u2014 Republicans say they are not enough, Democrats say they are too steep and many lawmakers prefer to boost defense funds. But they are part of the debt deal <a href=\"https:\/\/apnews.com\/article\/joe-biden-debt-ceiling-budget-signing-f78a000d83cf85ffbaa2d08637844053#:~:text=The%20final%20agreement%2C%20passed%20by,election%20%E2%80%94%20and%20restricts%20government%20spending.\">McCarthy and Biden struck<\/a> earlier this year.
