{"id":27972,"date":"2024-04-05T11:03:00","date_gmt":"2024-04-05T11:03:00","guid":{"rendered":"https:\/\/staging.sightlinemg.com\/federaltimes\/uncategorized\/2024\/04\/05\/biden-to-tour-collapsed-baltimore-bridge-where-recovery-is-political\/"},"modified":"2026-08-08T04:58:01","modified_gmt":"2026-08-08T04:58:01","slug":"biden-to-tour-collapsed-baltimore-bridge-where-recovery-is-political","status":"publish","type":"post","link":"https:\/\/staging.sightlinemg.com\/federaltimes\/disaster\/2024\/04\/05\/biden-to-tour-collapsed-baltimore-bridge-where-recovery-is-political\/","title":{"rendered":"Biden to tour collapsed Baltimore bridge where recovery is political"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">President <a href=\"https:\/\/apnews.com\/hub\/joe-biden\">Joe Biden<\/a> is expected to get a firsthand look Friday at efforts to clear away the hulking remains of the <a href=\"https:\/\/apnews.com\/article\/baltimore-bridge-collapse-04-02-2024-a533659d18ddd8a8befa80c41141e41d\">collapsed Francis Scott Key Bridge in Baltimore<\/a>, as cranes, ships and diving crews work to reopen one of the nation\u2019s main shipping lanes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Biden will receive updates from the U.S. Coast Guard and Army Corps of Engineers. Eight workers \u2014 all <a href=\"https:\/\/apnews.com\/article\/baltimore-bridge-collapse-honduras-mexico-guatamala-victims-ac79dd7413b948c635549ef1845c6d22\">immigrants<\/a> from Mexico, Guatemala, Honduras or El Salvador \u2014 were filling potholes on the bridge when it collapsed in the middle of the night of March 26. Two were rescued, but the bodies of only two of the six who died have been recovered.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The president plans to meet with the families of the victims.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials have established a <a href=\"https:\/\/apnews.com\/article\/baltimore-bridge-collapse-04-01-2024-74e78dc0fbc42ae2780c58719d024952\">temporary, alternate channel<\/a> for vessels involved in clearing debris. The Army Corps of Engineers hopes to open a limited-access channel for barge container ships and some vessels moving cars and farm equipment by the end of this month and to restore normal capacity to Baltimore\u2019s port by May 31, the White House says.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s important since longer delays in reopening shipping lanes could send <a href=\"https:\/\/apnews.com\/video\/baltimore-bridge-collapses-baltimore-key-bridge-collapse-joe-diesel-national-fba513d2dada482a8f283e971d1d66d4\">shockwaves through the economy<\/a>. As much as $200 million in cargo normally moves through Baltimore\u2019s port per day, and it is the leading hub for importing and exporting vehicles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of more immediate concern might be covering the costs of cleanup and building a new bridge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Federal Highway Administration <a href=\"https:\/\/apnews.com\/article\/baltimore-bridge-collapse-a41073d33d08125b41c292b14b899d0a\">has provided $60 million<\/a> in \u201cquick release\u201d emergency relief funds to get started. Exactly how much the collapse will cost is unclear, though some experts estimate recovery will take at <a href=\"https:\/\/apnews.com\/article\/baltimore-key-bridge-collapse-rebuilding-a126a3b732af95e86d1fbef01e9fb487\">least $400 million and 18 months<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Biden said within hours of the collapse that \u201cthe federal government will pay for the entire cost of reconstructing that bridge, and I expect the Congress to support my effort.\u201d Pennsylvania Republican Rep. Dan Meuser called a promise made so quickly after the disaster \u201coutrageous,\u201d telling Fox News Channel, \u201cThe first reaction, in fact the only reaction, tends to be to spend.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Republican Leader Mitch McConnell was more amenable to Biden\u2019s call, likening the bridge collapse to assistance that flows after natural disasters and saying \u201cthe federal government will step up and do the lion\u2019s share\u201d of funding. But authorization is likely no slam-dunk in Congress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The White House announced Friday it is asking Congress to authorize the federal government to cover 100% of the collapsed bridge cleanup and reconstruction costs, rather than seeking funding through a separate, supplemental funding request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a letter to congressional leaders, Office of Management and Budget Director Shalanda Young noted similar techniques were used for recovery and rebuilding efforts that received bipartisan congressional support in 2007, when a highway bridge in downtown Minneapolis collapsed during evening rush hour, killing 13 people.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are asking the Congress to join us in demonstrating our commitment to aid in recovery efforts,\u201d Young wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The funding questions carry political implications as Biden squares off with former President <a href=\"https:\/\/apnews.com\/hub\/donald-trump\">Donald Trump<\/a> in November\u2019s election.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s the second major disaster along the country\u2019s busy northeastern hub in as many years. Last summer, an overpass along Interstate 95 in Philadelphia <a href=\"https:\/\/apnews.com\/article\/philadelphia-interstate-i95-highway-collapse-fire-a90c5e3dd85de025050229bb6a37b780\">caught fire and collapsed<\/a> after a tanker truck slammed into it. Federal and state officials moved quickly on temporary repairs and ultimately reopened that section of the highway faster than expected.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the cleanup and repairs in Baltimore will take far longer and be far more costly, making the chances it is a net political positive for Biden \u2014 especially in time for Election Day \u2014 far murkier.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That hasn\u2019t stopped the Biden administration from championing anew a <a href=\"https:\/\/apnews.com\/article\/joe-biden-congress-infrastructure-bill-signing-b5b8cca843133de060778f049861b144\">$1 trillion-plus public works package<\/a> that cleared Congress in 2021.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLet\u2019s not forget, that infrastructure law is now going to really deal with infrastructure in a generation,\u201d White House press secretary <a href=\"https:\/\/apnews.com\/hub\/karine-jean-pierre\">Karine Jean-Pierre<\/a> said this week. She contrasted that with the Trump administration, which she said turned the issue \u201cinto a joke\u201d by making frequent promises to secure infrastructure funding but doing \u201cabsolutely nothing.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bridge collapse also has thrust into the national spotlight Maryland\u2019s Democratic <a href=\"https:\/\/apnews.com\/hub\/wes-moore\">Gov. Wes Moore<\/a>, 45, a leading voice in Biden\u2019s reelection campaign\u2019s effort to energize young voters on the 81-year-old president\u2019s behalf.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The president himself has traveled the country showcasing construction projects on highways, bridges and tunnels. In 2022, he arrived for an event in Pittsburgh just hours after a bridge <a href=\"https:\/\/apnews.com\/article\/joe-biden-business-pittsburgh-pennsylvania-elections-b9f06105712885d268f19965e4a2f8fb\">nearby collapsed<\/a>. Promoting the public works package also has allowed the president to lean into his <a href=\"https:\/\/apnews.com\/article\/joe-biden-white-house-economy-amtrak-infrastructure-38150ad86f29daa330af26f491a8a491\">love of train travel<\/a> and many years commuting to and from Washington on Amtrak as a Delaware senator.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Biden said last week that the Key bridge was one \u201cI\u2019ve been over many, many times
