Gen. Heath Collins<\/a><a href=\"https:\/\/www.defensenews.com\/land\/2023\/08\/07\/what-challenges-will-the-next-missile-defense-agency-director-face\/\" target=\"_blank\">, the agency\u2019s director,<\/a> said March 7 at the McAleese &amp; Associates conference that the agency<b> <\/b>was told by the Pentagon it would not conduct its usual briefing as part of Monday\u2019s formal rollout. He referred questions to the Defense Department.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Collins noted he\u2019s working with his staff on finding another forum to detail its budget request, adding that the agency would \u201cstill make sure\u201d to \u201cget the appropriate information out.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several reporters and analysts recalled MDA budget briefings took place as long ago as the early 2000s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When asked about the decision, Pentagon spokesman Chris Sherwood declined to confirm it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe will not preview content or briefers before the president\u2019s budget release,\u201d he said. \u201cThe undersecretary of defense (comptroller)\/chief financial officer will decide which departments and agencies brief their respective budgets during the DoD budget rollout press conference.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This year marks the first budget cycle in which Collins is leading MDA. President Joe Biden tapped Collins to be MDA director in May 2023; he succeeded Vice Adm. Jon Hill, who had served as the agency\u2019s leader since 2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Collins did not officially take command of the agency until Congress confirmed him in December, after Sen. Tommy Tuberville, R-Ala., released a lengthy blanket hold on military officer confirmations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last year, MDA sought <a href=\"https:\/\/www.defensenews.com\/pentagon\/2023\/03\/13\/missile-defense-agency-prioritizes-guam-in-budget-proposal\/\" target=\"_blank\">a budget of $10.9 billion,<\/a> prioritizing regional and homeland missile defense with a major focus on building <a href=\"https:\/\/www.defensenews.com\/training-sim\/2023\/08\/09\/first-flight-test-for-guam-missile-defense-planned-for-end-of-2024\/\" target=\"_blank\">an air and missile defense architecture in Guam<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The agency is in the midst of major modernization efforts to keep up with the pace of emerging, complex threats. This includes developing a <a href=\"https:\/\/www.defensenews.com\/industry\/2024\/01\/31\/missile-defense-interceptor-competition-enters-critical-design-phase\/\" target=\"_blank\">Next Generation Interceptor<\/a> to replace Ground-Based Interceptors that make up the roughly 20-year-old Ground-Based Midcourse Defense System. That system protects the homeland from potential intercontinental ballistic missile attacks from countries like North Korea and Iran.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The agency is also working on a <a href=\"https:\/\/www.defensenews.com\/pentagon\/2023\/03\/20\/us-japan-exploring-partnership-on-hypersonic-missile-interceptor\/\" target=\"_blank\">Glide Phase Interceptor<\/a> to defeat hypersonic missile threats farther from intended targets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Noah Robertson contributed to this
