{"id":14297,"date":"2021-08-18T16:06:51","date_gmt":"2021-08-18T16:06:51","guid":{"rendered":"https:\/\/staging.sightlinemg.com\/navytimes\/uncategorized\/2021\/08\/18\/sailor-pay-and-benefits-messed-up-by-unanticipated-errors-this-summer\/"},"modified":"2026-08-08T18:54:03","modified_gmt":"2026-08-08T18:54:03","slug":"sailor-pay-and-benefits-messed-up-by-unanticipated-errors-this-summer","status":"publish","type":"post","link":"https:\/\/staging.sightlinemg.com\/navytimes\/news\/your-navy\/2021\/08\/18\/sailor-pay-and-benefits-messed-up-by-unanticipated-errors-this-summer\/","title":{"rendered":"Some sailors\u2019 pay and benefits messed up by \u2018unanticipated errors\u2019 this summer"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">\u201cUnanticipated errors\u201d that arose this summer as Big Navy worked to transition its personnel systems left some fleet members unpaid, without ID cards and unable to access Tricare benefits, officials confirmed this week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2021\/06\/18\/cnp-covid-vaccines-likely-to-become-mandatory-soon\/\" target=\"_blank\">Chief of Naval Personnel<\/a> officials said this week that most of the issues have since been resolved, but that the problems stemmed from the Navy consolidating its Navy Enlisted System and Officer Personnel Information System into a streamlined Navy Standard Integrated Personnel System, or NSIPS, last month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those old systems were integrated in the new NSIPS system last month, but \u201cpay and personnel processing should have continued without errors,\u201d CNP spokesman Cmdr. Dave Hecht told Navy Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cUnfortunately, there were errors and issues which impacted Sailors,\u201d he said. \u201cAs errors were identified, they have been aggressively worked.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those \u201cinterface errors\u201d meant the new personnel system wasn\u2019t able to communicate with the Defense Joint Military Pay System and the Defense Enrollment Eligibility Reporting System, or DEERS, which handle pay and benefits, according to Hecht.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reenlistments and extensions were delayed as a result, and new accession records were not set up in DEERS, barring some sailors from acquiring ID cards or accessing other benefits, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is unclear how many sailors\u2019 paychecks and other benefits were affected by the system outages, Hecht said, but noted that as of Monday the Navy was tracking 34 outstanding Selective Reenlistment Bonus, or SRB, cases and 304 officer promotion pay raises that were incorrectly processed.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/staging.sightlinemg.com\/navytimes\/news\/your-navy\/2021\/06\/18\/cnp-covid-vaccines-likely-to-become-mandatory-soon\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"215\" src=\"https:\/\/staging.sightlinemg.com\/wp-content\/uploads\/2026\/08\/navy-covid-vaccine.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">CNP: COVID vaccines likely to become mandatory soon<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Chief of Naval Personnel also reassured sailors that getting  or declining the COVID vaccine won&#039;t affect future VA benefits.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Any remaining pay issues are expected to be resolved by Sept. 1, he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe complexities of these very old legacy systems were known and challenges were anticipated,\u201d Hecht said. \u201cIssues impacting pay receive the highest priority to ensure that every Sailor receives everything to which they are entitled, and actions were taken within 24 hours of issue identification to resolve the issues.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Most pay hiccups were taken care of soon after the system issues arose in July, but Hecht said some had taken longer to resolve and that affected servicemembers would receive the back pay they are owed, as well as retroactive Tricare coverage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAll affected Sailors are advised to keep in contact with their chain of command and their pay and personnel administrators, but can also reach out to the MyNavy Career Center,\u201d Hecht said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Hecht said the program office had given affected parties a heads up regarding the system changeover, some Navy members affected by the problems told Navy Times they were frustrated that such issues with the transition occurred in the first place.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The system outage spanned several pay periods, which resulted in real-world consequences for sailors, even if they will eventually receive back pay, according to one affected officer who asked to remain anonymous because they weren\u2019t authorized to speak.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI feel privileged that my spouse can pay our bills, but I know there are people who probably aren\u2019t so fortunate to have someone else that they can rely on,\u201d the officer told Navy Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The officer, who noted the local personnel support office reported being flooded with \u201ca lot of angry calls\u201d about the system outage, questioned whether everyone was in the loop about the transition and its issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe most disappointing part is that the people who are tasked with bringing people into the Navy and doing what we think is important work, to take care of our sailors, they weren\u2019t prepared to do their jobs,\u201d the officer added. \u201cInstead, \u2018Joe Shmoe\u2019 is fielding tons of angry phone calls from people like me. They\u2019re trying to do their jobs and the Navy didn\u2019t prepare to do that.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CNP earlier this year noted that the transitioning of legacy pay and benefits systems will offer sailors an easier, consolidated way to route paperwork regarding pay, benefits and other vital information.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Navy\u2019s Transformation is critical to modernization of our systems to reduce the overall number of systems and interfaces, as well as manual work-arounds, required to perform human resources
