{"id":72414,"date":"2022-12-30T15:30:00","date_gmt":"2022-12-30T15:30:00","guid":{"rendered":"https:\/\/staging.sightlinemg.com\/navytimes\/uncategorized\/2022\/12\/30\/key-medical-screening-portal-down-for-months-amid-recruiting-crisis\/"},"modified":"2026-08-08T15:01:35","modified_gmt":"2026-08-08T15:01:35","slug":"key-medical-screening-portal-down-for-months-amid-recruiting-crisis","status":"publish","type":"post","link":"https:\/\/staging.sightlinemg.com\/navytimes\/news\/your-navy\/2022\/12\/30\/key-medical-screening-portal-down-for-months-amid-recruiting-crisis\/","title":{"rendered":"Key medical screening portal down for months amid recruiting crisis"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Entering its fourth month without a critical automated medical screening portal Defense Health Agency officials are working overtime, processing individual medical data by hand so that prospective officers across the military may enroll in a service academy or sign reserve officers\u2019 training corps contracts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since at least Sept. 22, the Department of Defense Medical Examination Review Board web portal for scheduling, tracking and approving medical exams has been down.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A maintenance message on the <a href=\"https:\/\/dodmerb.tricare.osd.mil\/\" target=\"_blank\">website<\/a> says the agency \u201cis working through the backlog of exams&#8230;as quickly as possible,\u201d and Defense Health Agency spokesperson Peter Graves confirmed the \u201cIT outage\u201d when reached by Military Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The review board is responsible for medically screening applicants for admission to any of the military service academies, ROTC units of all branches and the Uniformed Services University of the Health Sciences, among other programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Combined, these commissioning programs produce the majority of new officers across the military.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/staging.sightlinemg.com\/armytimes\/news\/your-army\/2022\/12\/26\/can-the-army-fill-its-ranks\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/staging.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4602727.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Can the Army fill its ranks?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">End strength goals have been tough to reach.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Because most prospective officers can\u2019t sign their contracts and begin receiving scholarship or stipend funds unless their medical fitness has been confirmed, review board officials have \u201cemployed a number of manual work arounds and has authorized civilian overtime pay to process applicant screening examinations and minimize impacts to the applicants and their respective commissioning programs,\u201d Graves explained.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said the agency has, \u201call hands on deck.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the outage has left prospective officers and recruiting officials responsible for shepherding their medical qualifications scrambling to comply with changing processes and requirements. One Army ROTC recruiting officer, who asked that Military Times withhold his name due to fears of retaliation, described the outage as \u201ccatastrophic.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Graves, the DHA spokesperson, told Military Times that \u201cthere is no firm estimate as to when automation will be restored.\u201d That\u2019s led the agency to prioritize its manual processing efforts and place \u201cemphasis on specific commissioning programs approaching critical [medical qualification] deadlines,\u201d he explained.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When the outage first began, review board officials established a \u201chere and how\u201d manual workaround where they focused on qualifying applicants who wouldn\u2019t need any more visits to doctors, according to an internal email from longtime deputy director Larry Mullen obtained by Military Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That move essentially halted the external specialist consultations necessary for prospective officers who found potentially disqualifying medical conditions in their initial physical exams \u2014 meaning that it couldn\u2019t be the permanent workaround.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But then the outage endured. Graves said the board has been \u201cimproving manual processes\u201d in order to restore those services. But that\u2019s required \u201ca number of manual work arounds and authoriz[ing] civilian overtime pay.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ROTC recruiter expressed fear that the review board may be \u201cputting off so much to do the emergency ones right now that it\u2019s going to cause a Veterans Administration-like backup\u201d for 2023 national ROTC scholarship and service academy applicants who typically undergo medical screening during the spring and summer months before enrolling in college.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCommissioning programs have expressed concern for interruptions to accessions, should the outage continue, but have thus far been patient and highly cooperative with respect to the manual workarounds underway,\u201d conceded Graves. He added that the agency is \u201cregularly\u201d briefing senior officials from the commissioning programs on the status of \u201cefforts underway in the DHA to restore automation.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cadets and midshipmen who are already on campus but not yet signed due to medical qualification delays are having to go without their monthly stipends and tuition payments, too, the recruiting officer said. They can receive retroactive benefits once cleared, though.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The outage and potential delays in officer medical qualifications also come during one of the most challenging recruiting environments the military has faced since the draft ended in 1973. Only the Marine Corps met its recruiting goals in fiscal 2022, according to a <a href=\"https:\/\/www.defense.gov\/News\/News-Stories\/Article\/Article\/3187034\/defense-official-says-multiyear-appropriations-may-help-recruiting\/\" target=\"_blank\">Pentagon official<\/a>, and the Army fell short by around 15,000 troops.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The crisis has been less severe for officer recruiting, but a shrinking applicant pool for service academies and national ROTC scholarships has raised alarm for some observers. The Army even launched a dedicated advertising campaign, \u201cDecide to Lead,\u201d designed to woo high school students considering applying for ROTC scholarships.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The recruiting officer said he\u2019s worried that new cadets encountering a broken medical system before even signing their contracts may get cold feet about joining.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey\u2019re going to say, \u2018Well, this doesn\u2019t seem like an organization that has their [expletive] together,\u2019\u201d the recruiter said. \u201cAnd that\u2019s because we\u2019re not an organization that has our [expletive] together right now.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The malfunctioning
